Overview
Why Oracle licensing needs special care
Oracle licensing has a reputation, and it is earned. The rules depend on processor cores, the type of chip, how your servers are virtualised and which optional features someone switched on years ago. Get one of those wrong and the gap can be worth more than the original purchase.
The good news is that most problems are predictable. We see the same few issues again and again, in small firms and large groups alike: databases running on VMware clusters that are larger than the licence covers, Enterprise Edition options enabled by default, and Java installed across hundreds of laptops without anyone checking the new subscription rules.
We review what you run, compare it with what you own, and help you close gaps quietly before Oracle asks. When you need new licences we supply them as an authorised Oracle reseller, with a clear explanation of what each one covers.
Oracle products we help with:
- Oracle Database Enterprise Edition and Standard Edition 2
- Database options and management packs
- Java SE Universal Subscription
- WebLogic Server and middleware
- Oracle Cloud Infrastructure and BYOL
- Annual support renewals and reviews
What we supply
Oracle licensing for databases, Java and cloud
Each Oracle product family has its own rules. Here is where we spend most of our time.
Oracle Database Enterprise Edition
Licensed by processor or by Named User Plus. Processor counts use Oracle’s core factor table, so the type of chip matters. Options such as Partitioning or the Diagnostics Pack are paid extras.
Oracle Database Standard Edition 2
Standard Edition 2 is limited to servers with up to two sockets and is a sensible, lower cost choice for many business systems. We check whether your workload fits before you buy.
Named User Plus licences
Named User Plus counts every person and device that uses the database, directly or through another application, with minimums per processor. Indirect users are the part most companies forget.
Java SE Universal Subscription
Oracle now prices Java SE by total employee count, not by the machines running it. For many firms that changed the cost completely, so we review where Java is really needed.
Oracle Cloud and BYOL
Oracle Cloud Infrastructure lets you bring existing database licences, and Oracle Database is also offered inside other major clouds. We compare the options against your current contracts.
Oracle audit preparation
If an Oracle audit letter arrives, we help you gather the facts, check them against your entitlements and respond with evidence rather than panic.

Processor, Named User Plus and Java SE metrics compared
Oracle uses different metrics for different products. Choosing the wrong one is the most common and most expensive mistake.
| Metric | What is counted | Typical use | What to watch |
|---|---|---|---|
| Processor | Physical cores multiplied by the core factor | Databases with many or unknown users, such as websites | Virtualised clusters can bring every host into scope. |
| Named User Plus | Every person or device using the software | Internal systems with a known user list | Minimum numbers per processor; indirect users count. |
| Standard Edition 2 per socket | Occupied sockets, on servers with up to two | Smaller business databases | A server with more than two sockets is not allowed. |
| Java SE employee metric | Your total employees and contractors | Any company running Oracle Java commercially | Cost follows headcount, not installs. |
| Support renewal | A yearly fee based on the licence price | Updates, patches and help from Oracle | Dropping support on part of an estate can raise the price of the rest. |
Oracle sets these rules and updates them over time. We always confirm current terms against your own contracts.

Virtualisation
Oracle Database on VMware and in the cloud
Virtualisation is where Oracle licensing gets most expensive. Oracle generally treats VMware as soft partitioning, which means it may expect licences for every host the database could run on, not just the virtual machine it runs on today. In a large cluster that difference can be enormous.
There are ways to reduce the exposure: dedicated clusters, careful host affinity rules, or moving the database to a platform where Oracle recognises the limit. Oracle Cloud Infrastructure, and Oracle Database services inside other clouds, each have their own counting rules. We map your setup and show you the options with their cost side by side.
How we reduce Oracle licensing risk on VMware:
- Map which hosts an Oracle Database can reach
- Separate Oracle workloads onto dedicated hosts
- Check cloud counting rules before moving
- Keep evidence of the setup for later
Java
Java SE licensing after the employee metric change
Many companies use Java without thinking about it. It sits inside older applications, developer laptops, build servers and the occasional vendor tool that nobody remembers installing. Since Oracle moved Java SE to a subscription priced on total employee numbers, even a small amount of Oracle Java in commercial use can mean a large bill.
We find where Oracle Java is really installed, check which uses need a subscription, and look at whether free OpenJDK builds can replace it safely. Oracle explains the current terms on the official Oracle Java page, and we translate them into plain numbers for your company.
Why ApexGenTech
Why ask us about Oracle licensing
We work with databases every day as a software house, so we understand both the technical setup and the licensing that follows from it. That lets us suggest practical fixes, such as moving a small system to Standard Edition 2 or a different database altogether, instead of only quoting more licences.
When you need more than advice, we can help. Our custom software development team can move workloads, our security audits check database access, and our support plans cover patching. Track every Oracle contract and renewal date in the Nexora asset register.

FAQ
Oracle licensing FAQs
Can ApexGenTech supply Oracle licensing?
Yes. We supply genuine Oracle licences as an authorised Oracle reseller and give independent advice on which editions and metrics fit your systems.
What is the difference between Processor and Named User Plus licensing?
Processor licensing counts physical cores multiplied by Oracle’s core factor. Named User Plus counts every person or device using the database, with minimums per processor. The right choice depends on how many users you have and whether you can count them.
Do I need to license every VMware host for Oracle Database?
Oracle often expects licences for every host the database could run on in a VMware environment. Dedicated hosts and careful configuration can reduce that. We review your setup and explain your options.
How is Java SE licensed now?
Oracle sells the Java SE Universal Subscription based on your total number of employees and contractors. We help you find where Oracle Java is really used and whether OpenJDK could replace it.
What should we do if we receive an Oracle audit letter?
Do not send data straight away. Gather your contracts, agree the scope and timing, and check your usage first. We help you prepare evidence and respond in a measured way.
Do you provide Oracle licensing in Saudi Arabia and Qatar?
Yes. We support Oracle licensing for companies in Saudi Arabia and Qatar, as well as Canada, the UK, the UAE and Pakistan.
